Meetings

Section 1. General Meetings

A. Meetings of the Bexar County Senatorial District 19 Tejano Democrats shall be held every two months or as required by the Executive Board.  The time and date to be established by the Executive Board,  five (5) days’ notice shall be given if change of date is needed. The membership shall be notified by email, text or phone call no later than two weeks prior to the date set for the meeting.

B. The General Meeting held every two years in January, February or March shall be for the election of the Executive Board

Section 2. Quorum. The quorum for the transaction of business shall consist of the majority representative of the Executive Board

Section 3. Motions and Voting.  General Meetings of the Bexar County Senatorial District 19 Tejano Democrats shall be open to the public but only members of SD19 Tejano Democrats are allowed to make motions and vote.

Section 4. Proxy Voting. There shall be no proxy voting.

Section 5. Special Meetings. A special meeting of the members shall be called by the Chair or by most of the Executive Board, with at least five (5) days’ notice giving the place, date, time and purpose of the special meeting. No other business may be conducted.

Standing Rules for Nominations and Elections Section 1. Nominating Committee. Composition.

A.  Nominating committee is an option that may or may not be utilized.  The Executive Board will make the decision.  If they agree to have a nominating committee it shall consist of three (3) members and two (2) alternate members

B. No individual shall serve as a member of the nominating committee for two (2) consecutive terms. The Chairman shall not serve as a member of this committee nor appoint any member of this committee. Executive Board members shall not constitute most of this committee

C. Election of Members. The nominating committee shall be elected by majority vote at a regular General Meeting prior to the election meeting. The election shall be by ballot. When the number of nominees is less than or equal to the number of positions on the committee, the election may be by acclamation. The nominating committee shall elect its Chair

D. Alternates shall serve in order of rank when there is a vacancy or absence on the nominating committee. When the nominating committee is elected by ballot, those nominees not elected to the committee shall be alternates, ranked according to the number of votes received. When the nominating committee is elected by acclamation, nominations for alternate shall be taken from the floor and each person nominated shall serve as an alternate, ranked in the order nominated;

E. Duties. The nominating committee: shall consider all candidates for elected positions whose submissions meet the requirements set forth by these bylaws and who have signified their consent to serve if elected; may consider additional candidates during its deliberations; and shall submit only one (1) name for each position to be filled. Report of the Nominating Committee. The report of the nominating committee shall be published to the membership through regular publicity channels at least fifteen (15) days before the election meeting;

Section 2. Nominations from the Floor.  Nominees from the floor shall be accepted at the election meeting.

Section 3. Elections.  Officers, except for the parliamentarian, shall be elected by the members that are present at the elections meeting that takes place every two years in January, February or March

Section 4. A candidate must receive sixty percent (60%) vote of the full Bexar County Senatorial District 19 Tejano Democrats membership to receive the Bexar County Senatorial District 19 Tejano Democrats endorsement. ln the event of a runoff, the candidate that receives the majority vote of the Bexar County SD19 Tejano Democrats— shall receive the Chapter’s endorsement.

Any political candidate under indictment, criminal or otherwise, shall not be considered for endorsement by the Bexar County Senatorial District 19 Tejano Democrats until the candidate is cleared of all charges.

Standing Rules for Attending Conventions & Training

Section 1. Officers filling a position for the first time are required to attend a Texas State Tejano Democrat conference or convention conference or convention during their first year in office, provided funds are available in the local chapter’s budget.

Section 2. The Chapter may choose to send two to four representatives to the annual state convention and/or the summer leadership seminar. Priority shall be given to elected officers and new officers.

Section 3. Registration for attending a convention or conference must be submitted to the Chapter’s Chairman and Treasurer at least three (3) weeks in advance.

Section 4. Approved expenses that the Chapter may cover include registration, hotel accommodations (shared rooms), and a gas stipend (only if carpooling). Maximum amounts will be set by the Executive Board prior to each event. All receipts must be turned in within 15 days after the event.

Section 5. In the case that a person who has confirmed that he/she will attend (and registration fee has been paid) and then is not able to go, it is his/her responsibility to find another person to go in his/her place. if he/she fails to do so, then that person must reimburse the Chapter for the registration fee and any other expenses incurred.

Section 6. Officers are expected to fully participate in the conference or convention they attend and should prepare a summary (oral, written, or PowerPoint) highlighting relevant information to present at the meeting immediately following the event (for Executive Board and/or General Membership).
